(AP) — A federal judge on Thursday temporarily blocked Arkansas from enforcing a new law that would have required parental consent for minors to create new social media accounts, preventing the state from becoming the first to impose such a restriction.U.S. District Judge Timothy L. Brooks granted a preliminary injunction that NetChoice — a tech industry trade group whose members include TikTok, Facebook parent Meta, and X, formerly known as Twitter — had requested against the law. The measure, which Republican Gov. OMAHA, Neb. (AP) — A Trump-era rule allowing railroads to haul highly flammable liquefied natural gas will now be formally put on hold to allow more time to study the safety concerns related to transporting that fuel and other substances like hydrogen that must be kept at extremely low temperatures when they are shipped, regulators announced Thursday.Right after it was announced in the summer of 2020, the rule was challenged in court by a number of environmental groups and 14 states. The uncertainty about the rule on transporting the fuel known as LNG kept railroads from shipping it. CHARLESTON, W.Va. (AP) — A small, private university in West Virginia declared bankruptcy on Thursday, a month after announcing that it planned to cease operations.Alderson Broaddus University filed for Chapter 7 bankruptcy in U.S. Bankruptcy Court for the state’s northern district. According to the filing, the university estimated it had between $1 million and $10 million in total assets, liabilities of between $10 million and $50 million and owed money to between 100 and 199 creditors. The filing was signed by Alderson Broaddus interim president Andrea Bucklew. The Chapter 7 filing would allow the university to liquidate its assets.On July 31 the university’s Board of Trustees voted to develop a plan to disband after another board overseeing the state’s four-year colleges and universities revoked its ability to award degrees effective Dec. 31. Police are searching for a man wanted in connection with an alleged sexual assault in the west end.Investigators say a woman was walking in the area of Islington Avenue and Cordova Avenue, north of Bloor Street West just before 5 p.m. on August 30. The suspect approached the woman from behind and followed her into a building, where she was sexually assaulted. The man is described as between 25 and 30 years of age with a thin build and black hair. He was last seen wearing a black baseball cap with gold lettering, aviator sunglasses, a black t-shirt with a logo on it, jeans and a blue surgical mask. (AP) — Police in Chapel Hill, North Carolina, where a professor was fatally shot on a college campus this week, received information on the suspect’s identity within minutes of the gunfire, according to a recording of the 911 call. Some portions of the audio sound redacted, but what was released describes the first moments after Monday’s shooting of Associate Professor Zijie Yan inside a science building in the heart of the University of North Carolina at Chapel Hill. Police said they arrested Tailei Qi, 34, of Chapel Hill, without force off campus less than two hours after the shooting. CHICAGO — A child was among two people injured in a shooting Thursday afternoon in Chicago's Woodlawn neighborhood, according to police.The 4-year-old boy and a man, 22, were inside a car near 65th Place and Blackstone Avenue when they were shot. HARWOOD HEIGHTS, Ill. -- A 61-year-old woman remains in critical condition after being severely beaten and left lying in the middle of a Harwood Heights street Wednesday morning.According to the Harwood Heights Police Department, officers responded to a residential area across Wilbur Wright College on the 4400 block of North Natchez Avenue just after 6:30 a.m. on Wednesday on reports of a woman lying in the street.Upon arrival, officers discovered a 61-year-old woman severely beaten lying in the middle of Natchez Avenue who later was learned to be a victim of a car jacking.
